Two stories, one tell. The semantic layer has returned, promising to fix what a metric means — a job that was always a sentence two people could have agreed on and chose not to. Meanwhile active metadata is everywhere the budget can reach and nowhere the work actually happens; the catalog is bought, then not opened. Both are tools arriving to do definitional work the organization skipped, and both run into the same wall: a tool can store a definition, surface it, and version it, but it cannot make anyone agree to be bound by it. Adoption is where that refusal shows up.
The semantic layer is back to settle what a metric means. The metric is surprised anyone asked.
A define-once layer is an admission that the term was never defined.
Active metadata is everywhere. The people it describes are still somewhere else.
The catalog scanned every table. It has not been opened since the rollout.
If a number has one certified definition and four in active use, the layer is not the problem.
